Cottage Grove’s EMS Services Conundrum: A Financial Burden on Residents

Cottage Grove, a city in Minnesota, has been providing emergency medical services (EMS) to its residents as well as neighboring towns, including Grey Cloud Island Township, St. Paul Park, and Newport. However, the city’s mayor, Myron Bailey, has raised concerns that the current arrangement is costing Cottage Grove’s citizens money due to inadequate reimbursements from Medicare and Medicaid.

According to Mayor Bailey, the EMS service is running at a loss, and the residents of Cottage Grove are subsidizing the service. He has asked the neighboring cities to contribute to the costs, with St. Paul Park being asked for $51,734, Newport for $49,064, and Grey Cloud Island Township for $7,000. If the other cities do not contribute, Bailey has warned that Cottage Grove may consider handing over the territory to another provider, potentially compromising the promptness of the service.

Reactions from Neighboring Cities

The mayors of the neighboring cities have responded to Bailey’s concerns, with Newport Mayor Laurie Elliott stating that the situation is complex and nuanced. She believes that the matter should not have been debated on social media, as it does not lend itself to productive policymaking. St. Paul Park Mayor Keith Franke and Grey Cloud Island Township’s board chairman, Phil Dupre, have also echoed Elliott’s sentiments, expressing disappointment that the issue was raised on social media.

Franke noted that the situation has been an ongoing issue since the 1990s, when Cottage Grove took on providing EMS services to all four communities. He emphasized that Cottage Grove cannot legally stop providing services but can explore options such as reducing costs, subcontracting services, or re-engaging with the cities to work out a better solution and potential cost-sharing model.

Next Steps and Potential Solutions

According to Elliott, Cottage Grove has submitted a contract to the neighboring cities, which has raised several concerns. The contract assigns 77% of the cost of a new ambulance to the three communities, despite them accounting for only roughly 30% of the calls. Franke stated that St. Paul Park’s legal counsel is reviewing the contract, which does not include the city’s staff concerns and places the expense unfairly on them.

Despite the challenges, all parties involved are willing to work together to find a financial solution. Dupre emphasized that finding a solution will require Cottage Grove to work with the other three communities to reach a compromise. Franke believes that a solution is possible if changes are made to the proposals, and he remains willing to review options with Cottage Grove.
