Forest Lake Area School Board to Hold Special Meeting to Fill Vacant Seat
The Forest Lake Area School Board will hold a special meeting next week to determine the process for filling the seat on the board previously held by Luke Hagglund. Hagglund, whose term expires on January 4, 2027, resigned effective 11:59 p.m. Thursday, citing his relocation outside of the school district’s boundaries as the reason for his resignation.
Resignation and Next Steps
In his resignation letter, Hagglund expressed his gratitude for the opportunity to serve on the board and highlighted the progress made towards achieving academic excellence, fiscal responsibility, and parents’ rights. According to Minnesota law, Hagglund’s seat must be filled by appointment, followed by a vote at the next school board election.
The process for appointing a new school board member became a topic of controversy earlier this week. A board agenda item published on Monday stated that the board planned to immediately vote on a resolution appointing Forest Lake resident Scot Doboszenski to fill the remainder of Hagglund’s term. However, this move was met with opposition from Education Minnesota, which argued that the vote would be illegal since Hagglund’s resignation did not take effect until after the meeting.
Legal Concerns and Revised Agenda
An attorney for Education Minnesota, Jonathan Reiner, sent a letter to Board Chairman Curt Rebelein, stating that “Voting on an appointment that does not exist and allowing Hagglund to vote on his successor violates the law.” Reiner emphasized that only remaining members of the board may vote to fill the vacancy. In response to these concerns, the board revised its agenda and decided to hold a special meeting on October 30 to determine the process for filling Hagglund’s vacancy.
