On December 22, Garza met with an FBI undercover agent, describing how to mix bomb-making components and offering to send an instructional video explaining how to build the bomb. After the meeting, Garza was arrested. The FBI’s Dallas Field Office, the New York City Police Department, and other agencies assisted in the investigation, demonstrating the collaborative efforts of law enforcement to prevent terrorist activities.
