Forest Lake Charter School Executive Fired for Falsifying Documents
An executive at a Forest Lake charter school was fired last month for allegedly falsifying documents, according to school board officials. The executive director, Cecelia Dodge, was terminated following a closed session of the school board, with the board citing “falsifications of applications for federal funds due to forging signatures of employees and insufficient enrollment” as the reason for her dismissal.
The charter school, North Lakes Academy, received a complaint about Dodge on October 30 and conducted an investigation, which led to the board’s unanimous decision to terminate her employment on November 17. The school has not provided details on which specific documents were allegedly falsified. Dodge had been in the executive director role since October 2023.
Financial Challenges Facing the School
North Lakes Academy is facing significant financial challenges, with a projected budget deficit of over $600,000 for the 2026 fiscal year. According to Andrew Clark, managing director and research analyst for Nuveen Asset Management, which owns a majority of the charter’s outstanding bonds, the school’s current financial situation is “particularly concerning” and could lead to insolvency by the end of the year. Clark emphasized the need for the school to “re-grow enrollment” to ensure its long-term success.
The school’s enrollment has been declining since its peak of 607 students in the 2022-2023 school year, with current enrollment at just over 400 students. The school board has proposed a plan to merge the two campuses, which could help reduce costs and increase efficiency. The proposed merger, called “Huskies United Under One Roof,” would involve vacating the 7-12 campus and relocating students to the K-6 building.
Merging of Schools: A Potential Solution
The potential merger of the two campuses could help the school save approximately $350,000 in staff, administration, and operational costs. The school board believes that this bold move could give the school its “best chance” to regroup from its financial challenges and become solvent and viable. However, if the school is unable to make significant changes, Clark warned that it could lead to the school’s closure and the sale of its real estate to recover investments.
