Background and Experience
Vought has a long history of working in government and politics. He attended Wheaton College, a Christian liberal arts school, for his bachelor’s degree, and George Washington University for his law degree. He was also the vice president of Heritage Action, the lobbying arm of the Heritage Foundation, a conservative think tank. Vought was part of the first Trump administration, serving as both the deputy director and director of OMB.
As OMB director, Vought has been leading the charge to cut federal agencies and employees. He has sought to claw back congressionally authorized federal spending through rescissions, and has announced the cancellation of $8 billion in climate-related projects in 16 states that voted for then-Vice President Kamala Harris in the 2024 presidential election. Vought is one of the co-authors of Project 2025, the Trump-aligned Heritage Foundation’s ultra-conservative policy blueprint for a Republican administration. He wrote a key chapter in the 900-page document on the executive office of the president, arguing that agencies should carry out the president’s agenda and that the president should restrict the autonomy of agencies’ bureaucratic experts. Vought’s vision for cutting federal agencies and employees aligns with the goals of Project 2025, which aims to reduce the size and scope of the government.
President Trump has expressed his support for Vought’s efforts, stating that the ongoing government shutdown is an opportunity to cut out programs that Democrats like. Trump has also praised Vought’s ability to trim the budget, saying that he can “do things medically and other ways, including benefits” during the shutdown. Republican Sen. Mike Lee of Utah has also expressed his support for Vought, saying that he has been “dreaming about this moment, preparing for this moment since puberty.”
Government Shutdown and Layoffs
The government shutdown has resulted in federal layoffs, with Vought announcing that they will begin in a “day or two.” The shutdown has also led to the cancellation of federal funding for various projects, including climate-related initiatives and infrastructure projects.
