According to the senators, Secretary of State Marco Rubio revealed that the 28-point peace plan is essentially a “wish list” of Russian demands, rather than a genuine proposal for peace. Senators’ Account Contradicts State Department

Independent Sen. Angus King of Maine, Democratic Sen. Jeanne Shaheen of New Hampshire, and Republican Sen. Mike Rounds of South Dakota claim that Rubio told them the plan was not the administration’s actual proposal, but rather a Russian “wish list.” However, a State Department spokesperson denied this account, calling it “blatantly false.” The spokesperson, Tommy Pigott, stated that the plan was authored by the United States, with input from both Russia and Ukraine.

The plan, which was crafted without Ukraine’s involvement, includes several concessions to Russian demands, including the cession of large pieces of territory. Ukrainian President Volodymyr Zelensky has rejected these demands on numerous occasions, and the plan’s provisions have been widely criticized by US lawmakers and experts. Russian President Vladimir Putin, on the other hand, has welcomed the proposal, stating that it “could form the basis of a final peace settlement” if the US can secure Ukraine’s agreement.

Sen. The controversy surrounding the plan has been further complicated by strained relations between the US and Canada, which have been exacerbated by the Trump administration’s trade war and claims that Canada should become the 51st US state. Many Canadians have refused to travel to the US, and border states like New Hampshire are experiencing a significant decline in tourism. The large delegation of US senators attending the Halifax International Security Forum in Canada is seen as an attempt to repair relations and address concerns about the plan.
